Ex-Con Charged In Deliveryman Death

An ex-con who mowed down a food deliveryman last weekend while fleeing police in Long Island City is facing manslaughter and homicide charges.

A team of Queens Narcotics cops spotted Martin Ocasio, 33, buying drugs near the Ravenswood Houses and moved in to arrest him at about 6:30 p.m. on August 8, police said. When the cops approached Ocasio, he jumped into his van and sped away, traveling north in the southbound lane along 21st Street. With the cops on his tail, Ocasio tried to cut across 21st Street near 35th Avenue, swerving in and out of traffic and slamming into a parked car before plowing into Pablo Pasaras.

Pasaras, 27, was on his way to deliver food to the District 9 Housing Police Headquarters Annex on 35th Avenue when Ocasio slammed into the deliveryman, crushing his bicycle and fatally injuring the father of three young children, police said.

Pasaras was taken to Elmhurst Hospital Center, where he was pronounced dead on arrival.

Law enforcement sources said Ocasio has a long criminal history that includes nine prior arrests, including drug possession and weapons charges. He was charged with manslaughter, criminally negligent homicide, drug and other charges at his arraignment at Queens Criminal Court where he was held without bail.

Pasaras worked delivering food orders for Antojitos Cibaeno, on 21st Street near Broadway, where a female co-worker tearfully described him as a family man who doted on his children. "He was just a regular, nice guy," the co-worker said. "This is going to be really hard on his family. I don't know how they'll get by without him."
