Vallone Was Torn On Term Limits
      City Councilmember Peter Vallone Jr. conceded he did not make up his mind until the day before. "It was a very tough vote for me," he said. When the City Council, by a count of 29 yeas to 22 nays, decided to approve an amendment to the term limits law last month, Vallone voted in favor.
