City, Middle Class Need Each Other
      Last week, some 20 members of the New York City Council called for Mayor Michael Bloomberg to abandon his demand to imose a seven percent hike in city property taxes in January 2009. We agree. The property tax is the only one over which the city has any immediate control— all other taxation measures must be approved by the state legislature in Albany.

      To The Editor: The proposed text for the $700 billion bailout does not seem to have a ceiling. "Sec. 6. Maximum Amount of Authorized Purchases. "The Secretary's authority to purchase mortgage-related assets under this Act shall be limited to $700,000,000,000 outstanding at any one time.
