      The article "Gianaris Blasts Con Ed Again" by John Toscano ( Gazette, Mar. 7, 2007, page 31) quoted a spokesperson for Consolidated Edison as saying the utility planned to spend $1.5 million a year to upgrade the electrical system. The amount is $1.5 billion.
