Fidelis Care, CenterCare Sign Agreement

Fidelis Care New York, a non-profit health plan with a statewide membership of more than 245,000, announced Monday that it has signed a definitive agreement with Ryan Community Health Network (RCHN) and CenterCare, resulting in a change of sponsorship for the New York City-based Medicaid managed-care company.

CenterCare, whose service area is the five boroughs of New York City, has been managed by RCHN, a not-for-profit corporation dedicated to developing an integrated healthcare delivery system for underserved communities.

At the close of the transaction, which is subject to regulatory approval, CenterCare will continue to serve approximately 84,000 members in the New York state Medicaid, Child Health Plus and Family Health Plus programs, retaining the CenterCare name. Citigroup served as financial advisors for the agreement.

"As a unique expression of the Catholic healthcare ministry, Fidelis Care has always sought new partnerships and alliances that enable us to fulfill our mission of outreach to the poor and uninsured," the Most Rev. Joseph M. Sullivan, chairman of the board, said. "In an ever-changing healthcare environment, the mission of Fidelis Care is strengthened by our ability to reach into the hearts of neighborhoods and communities to meet the needs of local residents."

According to Fidelis Care President and Chief Executive Officer Mark L. Lane, the agreement with RCHN and CenterCare is perfectly aligned with the mission and vision of each organization. "Fidelis Care and CenterCare are committed to serving the uninsured and to making sure that affordable, quality healthcare is accessible to all," he said. "From the beginning, that has been our goal and we are excited by the opportunity to build upon CenterCare's success and to expand our programs and services."

Many CenterCare members receive care from the three Manhattan locations of the Ryan Community Health Centers. Fidelis Care is committed to strengthening its relationship with each of these facilities. "The Ryan Community Health Centers' longstanding commitment to access and to serving local residents with dignity and respect is a model of community-based healthcare," Lane added. "We look forward to working as their partners in quality patient care."

Quality care for members is a Fidelis Care priority. According to quality of care measurements recently published by the New York state Department of Health, Fidelis Care is one of the highest-achieving plans in New York City, performing above the statewide average in areas such as child and adolescent wellness and preventive care, immunizations, lead screening, use of asthma medication, prenatal and postpartum care, annual dental visits and annual checkups by members. Fidelis Care also offers several quality of care and disease management programs designed to foster routine and preventive care and to make sure that members with chronic conditions such as asthma and diabetes receive care based upon the latest quality standards.

Founded on the belief that all New Yorkers deserve access to affordable, quality health insurance, Fidelis Care is the New York state Catholic Health Plan, serving more than 245,000 people in 35 counties across New York state. Through the Child Health Plus, Family Health Plus, and Medicaid programs, Fidelis Care members are covered for regular checkups, preventive care, hospital and emergency care, prescription drugs, immunizations, eye exams, dental care, and more.

Fidelis Care also offers a Medicare Advantage program in central New York's Oneida and Herkimer counties, with expansion planned into Montgomery and Schenectady counties in the Capital Region later this month. Fidelis Care members have access to a provider network exceeding 29,000 healthcare professionals statewide. Regional offices are located in Rego Park, Buffalo, Albany, and Syracuse.
